L’Orignal, ON — The Ontario government is investing $769,373.00 in water infrastructure to
help build approximately 849 new homes in the Township of Champlain. The funding is being
delivered through the province’s Housing-Enabling Water Systems Fund (HEWSF), a stream of
the Municipal Housing Infrastructure Program (MHIP).
“This investment will help the township grow by making room for hundreds of new homes while
ensuring our infrastructure keeps pace with demand,” said MPP Stéphane Sarrazin. “I want to
thank the Ministry of Infrastructure for supporting our community with this important funding. By
investing in housing and critical services, our government is helping build a stronger, more
resilient future for families in L’Orignal”
This funding will allow the Township of Champlain to accelerate critical upgrades to its sanitary
sewer system in the Village of L’Orignal. By supporting the relining of aging infrastructure, the
investment helps the municipality reduce long-term maintenance costs, increase the system’s
resilience to extreme weather events, and extend the useful life of infrastructure originally
installed in the 1970s. It also creates capacity to accommodate future residential development,
aligning with the Township’s Official Plan and long-term growth objectives. The technology used
to renew the infrastructure involves relining the sewers rather than replacing segments, which
will avoid disruptive and costly excavations in the village core being a benefit for residents. This
technology has been used successfully in the past by the Township of Champlain in sections of
Vankleek Hill.
“This project is an important investment in the health and safety of L’Orignal residents. It will
reduce water infiltration and inflow into the sanitary sewage system while extending the life of
existing infrastructure. Furthermore, this initiative will strengthen the system’s resiliency against
climate change and the severe weather events experienced in recent years. The reduced
demand on the system will also support future growth in the community and is expected to lower
operational costs,” declared Mayor Normand Riopel.
The MHIP is part of the government’s plan to protect Ontario and includes historic investments
in housing- and community-enabling infrastructure that will help municipalities deliver the core
infrastructure needed, such as roads and water systems, to lay the foundation for new homes in
communities across the province.
This round of funding brings the total number of homes enabled in Ontario through the MHIP to
about 800,000. Investing in local infrastructure is part of the province’s more than $200 billion
capital plan to build and improve transit, highways, hospitals, schools and other critical public
infrastructure, while strengthening the economy for the future.
